Agendas

The President of the Los Carneros Water District (District) Board of Directors (Board) shall prepare an agenda for each Regular and Special meeting of the Board in accordance with the Ralph M. Brown Act (California Government Code Section 54950]. Any Director may request any item to be placed on the agenda by contacting the President at least 10 days prior to the date of the meeting.

The Board may receive public comments at Regular and Special meetings of the Board on matters which are not on the agenda that a member of the public may wish to bring before the Board. However, the Board shall not discuss or take action on such matters at that meeting, other than providing brief general directions to staff regarding the matter, if appropriate.

At least 72 hours before a regular meeting, an agenda containing a brief general description of each item of business to be transacted or discussed shall be posted at a location freely accessible to members of the public.  The agenda shall specify the time and location of the regular meeting.  No action shall be taken on any item not appearing on the posted agenda except as permitted by law. The agenda for a Special meeting shall be posted at least 24 hours before the meeting in the same location as for Regular Meeting agendas (California Government Code Section 54956).

The President of the meetings described herein shall determine the order in which agenda items shall be considered for discussion and/or action by the Board, subject to re-ordering of the agenda by the Board at the meeting.

Meetings

  1. Regular Meetings of the District Board of Directors shall be held in the months of February, May, June, October and December  at 6:00 p.m. pursuant to Board Resolution 2019-06-11-02, located in the Napa Sanitation District Meeting Room at 1515 Soscol Ferry Road, Napa, CA 94558.
  2. Special Meetings A special meeting may be called at any time by the President of the Board, or by a majority of the members of the Board, by delivering written notice to each member of the legislative body. The notice shall be delivered personally or by any other means and shall be received at least 24 hours before the time of the meeting as specified in the notice. The call and notice shall specify the time and place of the special meeting and the business to be transacted or discussed.  No other business shall be considered at these meetings by the legislative body.  The call and notice shall be posted at least 24 hours prior to the special meeting in a location that is freely accessible to members of the public.  Such waiver may be given by telegram, fax, or email.  Such written notice may also be dispensed with as to any member who is actually present at the time the Board convenes.
  3. Emergency Meetings. In the event of an emergency situation involving matters upon which prompt action is necessary due to the disruption or threatened disruption of public facilities, the Board may hold an Emergency Special meeting in compliance with Government Code Section 54956.5.
  4. Adjourned Meetings. The Board may adjourn any meeting to a time and place specified in the order of adjournment.  Less than a quorum may so adjourn from time to time.  If all Board members are absent from any regular meeting or adjourned regular meeting the Secretary of the District may declare the meeting adjourned to a stated time and place and shall cause a written notice of the adjournment to be given in the same manner as provided for special meetings unless such notice is waived as provided for special meetings.  A copy of the order or notice of adjournment shall be conspicuously posted on or near the door of the place where the meeting was held within 24 hours after the time of the adjournment.  When a regular or adjourned regular meeting is adjourned as provided in this section, the resulting adjourned regular meeting is a regular meeting for all purposes.  When an order of adjournment of any meeting fails to state the hour at which the adjourned meeting is to be held, it shall be held at the hour specified for regular meetings. Any public hearing, or any hearing noticed or ordered to be held may by order or notice of continuance be continued or recontinued to any subsequent meeting in the same manner and to the same extent set forth herein for the adjournment of the meetings.  However, if the hearing is continued to a time less than 24 hours after the time specified in the order or notice of hearing a copy of the order or notice of continuance shall be posted immediately following the meeting at which the order or declaration of continuance was adopted or made.

The Board Secretary shall ensure that all required and appropriate information is available for the audience at meetings of the Board of Directors, and that physical facilities for said meetings are functional and appropriate for all persons.
